You have to have an interest group in goverment that supports changing the law. Good example would likely be the industrialists.

Certain production methods give you more pops more likely to be an industrialist.

early game clothes industry can get dye workshops production method for example.

Getting rid of peasant army and things that give landholders bonuses will give other groups more influence in comparison.

You can also bolster and suppress groups. Thinks its the government screen and you right click the group? Cant remember exactly where the button is right now.

Took me about 70 years to slowly reform Japan, even then it just ended in a nightmare civil war, ♥♥♥♥ the shogun.

It helps moving any pops loyal to the Shogunate out of your capital and increasing the amounts of pops loyal to other groups into the capital, they get more political power when in your capital so it will dilute the shogunates popularity faster.

Attack or be attacked by a major power, they will most likley have "Open Japanese Markets" and/or "War Reparations" as wargoals, if they don't have "Open Japanese Markets" as primary wargoal don't give in while the diplomatic play is ongoing, wait for the war to start and immediatley surrender. Now you will have the "Free Trade" policy and every political party besides the industrialists hate that policy so they will gladley change to "Mercantilism", "Protectionism" and "Isolationism". Before you can change your trade policy you will have to wait I think 5 years for the "Forced to open markets" modifier to go away.

For example in my Ethiopia playtrough I attacked Bahrain and Austria intervented with "Open Ethiopian markets" as wargoal, so I conquered Bahrain and then surrendered to Austria to get the Policy.

That there is one of your classic "200 IQ" type moves.
