i've find a solution to launch even without AVX tech on my old Intel PCU I7:
SDE is a program to emulate AVX. SDE target the program you want to emulate as if you had AVX
download last INTEL SDE https://www.intel.com/content/www/us/en/developer/articles/license/pre-release-license-agreement-for-software-development-emulator.html
extract folder and place it to C:\Program Files (x86)\Steam\steamapps\common\Victoria 3\binaries
next create shortcut from sde.exe (extracted to binaries folder)
go to properties on this shortcut:
target must be "C:\Program Files (x86)\Steam\steamapps\common\Victoria 3\binaries\sde.exe" -hsw -- "C:\Program Files (x86)\Steam\steamapps\common\Victoria 3\binaries\victoria3.exe"
start in muste be "C:\Program Files (x86)\Steam\steamapps\common\Victoria 3\binaries"

launch it as admin...

The game will take long time to configure (45 min) sometimes with 100% CPU. After 50%...
Next the game run correctly.

AVX is a CPU SIMD instruction that's been around for almost 12 years and has been in every Intel and AMD CPU since early 2011, except bottom-end Intel Atom chips (that were often rebranded as Pentium and Celeron even those got it 2020).

If you're getting an error about AVX either 1) Your hardware is woefully obsolete, or 2) It's bottom-end trash that would choke on the game anyway.

Try disabling the avx extensions.
Put the following in your game launch options (right click on the game in your catalog -> properties)

cmd /c "set OPENSSL_ia32cap=:~0x20000000 && %command%"

"can set that tells OpenSSL to ignore some amount of the autodetection of what your CPU is capable of." Good to see it. I'll try it's 11th november Victory day tomorrow.

This worked for me, but it is needed to launch and wait those 45min each single time you want to play?

If nothing helps you can use "GeForce NOW" for free ... i use it for old AMD CPU .. and it works

hey man i get a cmd window after putting this command in it doesnt do anything else.
