How do you increase services?

Game says arts academy will produce services but this doesn't appear true. Only buildings in my game producing services is Urban centers and subsistence farmers my arts academy just produces art.

Urban centers are the primary source of services. You want to level urban centers up if you want more services and that means urbanization. Each building you build in urban centers increases the urbanization value. So build factories, government buildings, universities, academies etc.

Hunt for the relevant tooltips, hover anything that mentions urbanization.

Change the production method of your urban area to provide lighting (cola use) or change to market square (glass use), will give big jump.

Fine Art is only needed for pops with wealth level >29. They are usually small in numbers, so it takes some time till they buy 1 or 2 of it.
But they are worth 6,66 services - without any art, they will just stare in the gas light at the urban centers.
