Did anyone figure out how to build flotillas?
I built a few levels of naval bases. I also have shipyards with high productivity that are building manowars, so I don't have any problems with input goods for naval bases. And yet, the number of my flotillas isn't increasing beyond 1. I raised the military wages to max to make naval base employment more attractive but it still has a lot of vacancies and isn't producing any flotillas.

I'd appreciate it if anyone can tell me what I'm missing or if they figured out how to build a navy.

Yeah they are supposed to get automatically built when you upgrade the naval bases but you have to have enough man of wars being made from the shipyards or it probably wont create more flotillas.

What I cant find out is how many you need to not get massive penalties when you naval invade a location.

Thanks. Yeah, I wasn't sure what makes you win/lose a naval invasion either. Hopefully they build the wiki soon.

I believe this is bugged, as naval bases for me currently only emply officers and services from laborers in industries, not at all from other places or subsistance farms. It's insane and makes employment takes forever with only 6-7 new employees per week. Has to be a bug.

it has to be the same number of flotillas as you have troops in your naval invasion. the more troops you go over your flotilla amount the more debuffs you get for the fight

It is better to invade with quater of the troops if that is how many you can support.
Lvl 1-2 generals have their uses

Naval bases employ officer first, these than train the soldiers, so its not a bug, and in real life its the same kind.

Until you reach a techpoint where you get no mali from naval invasion, 1:1 is needed + enough convoys. The marine invasion exactly tells you, how many enemys will fight you, how many convoys you need for the invasion, not enough ships left for the invasion, debuffs, not enough resources via convoy, massive moral penalty.

Also try to invade with several smaller fleets one province, cause you attack the defender like 3 times than and his defensive forces are beeing split, so for example fight one is 10 vs 30 secound fleet has 20 to 10 and the last ones 10:5 cause all defenders are occupied

I've never had any issues using 5 to 10 more battalions than I have flotillas.

And yea, to the OP, flotillas are built and employed over time. It takes a while to get the equipment and everything to the navy, similarly how it takes time to get your battalions all equipped up, just battalions gear up faster.

Unless the beta changed that, you will get a penalty in the battle if you do this. It is shown in one of the tooltips in the battle details. Of course you still win if your troops are superior enough

Yea I know that, but the penalty has never made a significant impact. If you land before the enemy moves troops to the front, the landing penalty makes no impact really. And even in the cases when I end up in a 1:1 battle, the landing penalty never seems to be detrimental enough to lose them. I'm guessing there's just been general traits to my advantage and other disadvantages at play for the AI. Maybe a lack of infrastructure on their part and an excess of convoys for supply advantage on my part. But it's been such a common thing for me that I mostly eat the penalty and walk away with the win still.
