What I cant find out is how many you need to not get massive penalties when you naval invade a location.
Lvl 1-2 generals have their uses
Until you reach a techpoint where you get no mali from naval invasion, 1:1 is needed + enough convoys. The marine invasion exactly tells you, how many enemys will fight you, how many convoys you need for the invasion, not enough ships left for the invasion, debuffs, not enough resources via convoy, massive moral penalty.
Also try to invade with several smaller fleets one province, cause you attack the defender like 3 times than and his defensive forces are beeing split, so for example fight one is 10 vs 30 secound fleet has 20 to 10 and the last ones 10:5 cause all defenders are occupied
And yea, to the OP, flotillas are built and employed over time. It takes a while to get the equipment and everything to the navy, similarly how it takes time to get your battalions all equipped up, just battalions gear up faster.
