Change the culture of a region

I'm confused now how assimilation works.
I read through the Dev Diary but I#m not sure if it really is like that:
Imagine I conquer Bohemia as Prussia, I'll never be able to change Boehmias main culture on the map to german? Or the baltic states into "russian" regions?

Pls help a fellow Victoria 3 player out :)

So, ive spent a bit trying to figure this out and here is what ive learned. Spreading your culture into other parts of the world can be hard because of how homelands work. If a culture has a state as a homeland, they will never under any circumstances assimilate to another culture while they are inside it. A culture needs to be accepted before they start assimilating to your culture. What counts as accepted depends on what your laws are like. If your country has the ethnostate law, then no other cultures will be able to assimilate, but if you have the racial segregation law other cultures that are closely related to your own will be able to assimilate. To facilitate assimilation, having the multicultural law will allow all cultures to assimilate unless they are wiothin their homeland states. Sorry but but bohemia will probably remain bohemian unless you get so many immigrants into the area as to outnumber them.

Is it possible to get people of a specific culture into your country? Im playing israel, but as you know there are hardly any jews there, not a single ashkenazi and a rather small number of sephardic jews. How can i get a jewish immigration into israel?

if i had to guess maybe a pro nationalism law paired with migration controls and the immigration decree. if your already doing that i have no idea.

At least if the Pops immigrate from Africa or India or South America or Asia to a European Country the Pops should start assimilating to their Cultures depending on your Laws and Discrimination in those Countries.
