I like the war system much more in Vicky3 IMHO. But it is matter of taste.
But I like EU4 development system and also time period more.
Victoria 3 may be better than EU IV, but it's like comparing Total War series with EU series, they are actually very different games with different foci. Whether it's better is on you and your likes/dislikes.
Also, on release day? No. But I don't think I want 10 more years of DLC for Victoria, I certainly didn't want it for EU, but 1-2 years down the line it'll be a better (probably different) game for certain.
