You said it's a "design choice", then it surely serves a purpose. That purpose is to appease the woke masses. What else could it be if they just throw in a bunch of black faces but don't actually make African content? It looks like just random poor design rather than making a cheap shot to appease the "diversity" crowd?
If they actually make some good African content, I wouldn't have complained.
Are you kidding me. If anything its probably asset art they got to late into development with to want to pay to change after the fact. This is not worth you putting in energy to get offended over, let alone thinking this is somehow going to sell the 'woke masses' on getting the game when at it's core it's literally about colonization, industry, war, and one society dominating others. The Egalitarian thing is clearly about societies who haven't industrialized in the context of the game, not some green-wash attempt at nailing woke consumers.
'Woke' people already probably don't even play games within this category, Paradox also probably wouldn't risk aiming and designing a game around those sales demographics either when it would be a new market as opposed to the literal thriving mass of paradox players from the last decade that have been waiting for this game for ages.
Like, think about that. Paradox knows their market is the same people already playing their other games. Does HoI4 pander to the woke masses? Does EUIV pander to the woke masses? These games are still being updated with DLC, stands to reason they would follow the same approach to those titles with this as you claim if they were really trying to take on new players of this supposed 'woke' mass.
It's funny how I've literally only ever seen people talk about 'woke' stuff online, and never once in real life, even working within construction with a bunch of stereotypically anti 'woke' people. It's because this whole notion of a woke mass is literally fabricated to feed a constant stream of fake outrage to weeby little people like you so you don't need to address the fact your offended by someones skin colour even being present in game. Jesus christ.
I think you're making a mountain out a molehill. I can basically guarantee you that its just artwork used elsewhere in the game that they repurposed.
For example, in America I had an event with police beating a bunch of people in ohio. It gave me an image of black african soldiers in a desert(presumably africa) setting beating a bunch of black tribespeople.
lack of artwork diversity does NOT equal pushing a DIE(Diversity, inclusion, equity) agenda.
Play your egalitarian africans if you want to, there is literally nobody and nothing stopping you.
Seriously, stop playing games then if everything is so "woke" according to you. SMH.
