It's the decentralized power declaring war on the ai nation.
Likewise, when you play as America, the indian nations will declare war on you several times, even though you can't do the opposite.
Game probably treats it as colonizing is the act of war. So while you can;t directly declare on a decentralized power, pissing them off enough will cause them to defend themselves against your aggression (via colonizing).
Main thing being it give gives you access to a bunch of land around your colony quickly.
