dragon... with a basket?

So im exploring on the back of my 109 panther, flying around enjoyng the absolute MASSIVE mass this game has for a map. Its beautiful. when i find a tower on a mountain. no big deal, tons of premade structures around... EXCEPT THIS HAS A GIANT DRAGON and he is holdng a giant basket. find the NPC under the tower, but he wont talk to me (has the merchant symbol over his head and is named Grocer Luca and he is level 12. couldnt see the dragons lvl at all.

Anyone seen this yet?

It is a transit system. Dragons with a basket were in the original dark and light mmo
