Finally fixed my FPS issues
First off go check http://steamcommunity.com/app/529180/discussions/0/1471966894862080909/ and follow the directions based off what you want. Props for the premade clean settings.

Then go to
Right-click on the game title under the Library in Steam and select Properties.
Under the General tab click the Set launch options button.
Enter the launch options:
-USEALLAVAILABLECORES -sm4 -lowmemory -high -novsync
Close the game's Properties window and launch the game.

Fixed!

my settings http://imgur.com/a/qFezd
Getting around 80-100 fps now with decent graphics

Also tried the option -nomansky but got some major screen tearing so took it out. Might be different with other setups.

--------------------------------------------------------------------------------------------
Other information throughtout the post:

---What Everything Does---

-USEALLAVAILABLECORES
This makes it so the game uses all of your CPU cores. If all of your CPU cores are NOT being used after using this launch option then disable it as it may cause more stuttering.

-sm4
It forces the game to use Shader Model 4 instead of the usual Shader Model 5. The game looks and feels almost the same but you get much better performance. There is more a matte look to the game but it is not bad at all. Best performance boost out of all of these options.

-d3d10
Using sm4 forces the game into using DX10 instead of DX11 and this does the same thing. I put it here to make sure it launched correctly. you are not missing out on anything.

-lowmemory
This launches the game in 4gb memory mode. If you have less than 16 gigs of RAM then this is basically a must have for better performance. You are missing out on some effects like the breaking of bushes and leaves go everywhere. Nothing major at all and the game runs better!

-novsync
This forces Vsync to be off. Vsync is typically used to stop screen tearing when over your monitors refresh rate. If you are getting below 60fps then make sure to leave this in, if you are getting over 60fps then leave it as it can cause screen tearing.

-high
Forces windows to run the program as high priority.

Do you still rubber band?

no super smooth atm. The main FPS hog seems to be the "sky Quality" so turn that slider all the way down. Only issue ive run into atm.

Used the same launch options myself and kinda fixed my FPS. Fixed as in getting 30-40 now, unless i visit a town and try to turn (drops in the single digits still). All settings at medium - low tho and using a GTX 970. Nothing crazy, but should still be a decent card today. Damn.

What kinda GPU do you have to get 80ish FPS at those settings?

Its the resolution scale. I dont know what kind of quality you like in games, but the RS setting will eat up A LOT of fps. Turn that down by 15% or so, it might look a little ugly, but the FPS gains are huge.

My CPU is almost idle when running the game. I doubt a CPU has any real noticeable impact here. I did just notice tho: I run at 1440p, and not 1080p. I may try to lower the resolution,... but that hurts my eyes hard haha

Resolution scale does not COST you performance. 100% scale just means you get the full resolution you selected above. 80% means it is reduced to 80% of whatever you selected. Of course that helps performance a lot.

Remember: 1440p is 80% more pixels then 1080p. Reducing 1080p further via scaling slider can half the needed horsepower quite fast. But the game will look like pixelated crap.

My screen is 15 years old almost Gateway FTW. Can't run at those setting.

If you dont want to deal with the resolution scale, are you running single player or dedicated server?

Yeah 1440p brings me down to around 30-40fps. Im currently on i7 4790k 4.2ghz with 1080ti OC eddition. So not bad hardware but when i first started up the game it was unplayable. 10-20 fps max
