Actually sooner at HQ 10 - need the Neutronium for researching T2 troops, and for some lvl 10 buildings. You need the Neutronium for researching your second outpost (HQ 11) and for 5th carrier slot. You won't need a Neutronium mine until you can build T3 troops - you can get by with the Neutronium rewards and meteors until then.
