Gunner can carry four weapons, so they can carry as many weapons as anyone else and still have the LG-2 if they want it. Dropping it at start is silly.
Also, this is a game of skill... Maybe try not shooting yourself in the face. You know your bullets are going to bounce with gunner. It's up to you to make that an advantage.
Thing I agree on most is the idea of replacing bouncing with penetration since HG's main thing is that he mows down big crowds of mooks and shreds bosses. Bouncing does have its uses in cramped corners when dealing with a really big boy or when the odds are so stacked that it may be a better idea to indirectly attack people around corners, but I've more times just shot myself in the face with this perk more than used those niche strategies and there's no way to flick it off which, honestly, I'd rather do most of the time. Penetration is a lot safer to his health and would make him an absolute monster against onslaughts of goons which is his specialty anyways besides grinding bosses.
What I disagree on is level 15's jamming perk being a bad thing cause, personally, that's one of the favorite things about the class. It makes something bad like jamming and makes it an almost euphoric thing when it happens and you start strategically thinking about it. If it were just "you get a small buff" when you unjam I'd agree but that cooldown reset and elongation of an active onslaught is just magically. HG is the first class I beat Last Guardian with on 140% and the first class I prestiged and I owe a lot to this dumb perk for that, so I think it's fine the way it is.
I think some shaking up of his kit would be fun, maybe some more emphasis on heat and spread managment, but he's still now clown when he's in town and my boo.
