Myself I would not take items and mods to get +10/15% power buffs on random and chest modules. There are random daily modules for all 4 classes and if one highrolls(icon) on something that sounds good then its probably good to pick even if you usually are full random player.
From weapon tokens I like to take lasersub as its high rate of fire and accurate smg which makes it good weapon for any class and have a pretty nice bonus of adding 1 shield when you kill or switch to it when you kill something while holding other weapon, will not count more than 1 kill if you swap though. Another weapon is Eminence AR which is pretty solid weapon on its own and will buff you with 20% shorter cooldowns which is unlikely to not benefit you. Other tokens go into class starters/pistols. You can token red weapons to still get them in shop player way more often.
From items many common rarity items are pretty good for their low price and high drop chance. Powershot, twinlink or current just to name few. If you want long-term benefit from item hack slot in shops then weapon upgrade kits(yellow) are good choice as you can get more than one during your run between floors, do not give it power token though, likewise do not give them to modules.
For Riot Guard, here's my loadout:
Pistol = XM2 Coil Pistol
Items = Methadone and Stun Grenade. Recycle Battlecry Module
Modules = Shielded or Recovery (to be placed in first/overdrive slot) and I-Frame
Item Power Token and Occurrence Increase Arrow = Direct Current, Last Stand, Rosarius, and Shock Impulse
Occurrence Decrease Arrow = M26 MA Shotgun System, Kunai Throwing Knives, Bandana, and Magnum
Weapon Power Token and Increase Arrow = Enforcer Carbine, Eminence AR or Kaida Medic ACR-X, RRX Coil Shotgun, and Bren Anti Air
Occurrence Decrease Arrow = SS58 Plasma Charger or PSG 'Emerald Sword', Human Model 9800k, GM6 Lynx Evo or Yoko-Lagann, and 420 Sniperdragon
For Heavy Gunner:
Pistol = 57 Fusion Classic
Items = Overdose and Stim Pack
Modules = Routine (first/overdrive slot) and either Charge or Scarred
All the Power Tokens and Occurrence Increase/Decrease Arrow will be the same as Riot Guard.
No special ammo supply? Your Heavy Gunner doesn't use the LG-2 starting weapon?
And why do you recycle battlecry.. Isn't that Riot Guard's class identity item? Isn't it a good AoE stun?
SAS isn't needed especially when the Heavy Gunner gets to carry an additional weapon so you're not going to be deprived of ammo throughout the run.
But then it varies on the situation. If RNG decides to give you weapons with poor max ammo like AEK Special Elite or AS-VAL and it isn't giving you Backup as one of the weapon kit attachments then I suppose it's not a bad thing to take either. Also, it's common to see ammo crates and enemies dropping ammo pickups (even better if you have something invested in luck) so you won't be always starved of ammo. Onslaught System's ammo regen helps a bit too.
I drop LG-2 as soon as I see my first weapon crate. It's too dependant with OS to be efficient, and I can get along just fine with 57 Fusion Classic and other weapons on the first levels especially when it's the gimmicky ones. (Heavy Flak Cannon, Makeshift Firecannon, FS5 'Flametongue'... umm... ewww)
Recycling Battlecry Module is just a personal preference. It's a good item really, and it has a great synergy with Shieldburst since BM's stun can lessen risk while your shield recovers, I would also bind them both on the same key as well since Shieldburst is also another AoE item (same goes for OS and SP). And just because you'd ditch one of the class's signature item doesn't mean you'll end up gimping yourself in the long run. Bonuses are just icing in the cake, and it's skill that matters throughout.
If I want a strong AoE stun, I'd rather spend those credits that I recycled on BM and upgrade it on Stun Grenade since the long duration makes any engagements a breeze. It's also invaluable in many situations. It's a godsend when dealing with the Raptor's wings, tanks, elite Red Guard Nemesis, Incinerators and Rail Gliders without ending up as a swiss cheese.
They're slightly outdated, not everything in them is correct, but they still contain valuable information. Always start with 2 items and modules, unless you're demo, he only needs one item, field supply.
