Devil's Dice Confusion

So.. I'm quite confused on a particular mechanic on the Devil's Dice.

"Kills roll the dice and increase or decrease critical strike chance. If the maximum stack is reached, all curses are cleansed."

What I don't understand is, what does "roll the dice" mean? I understand it increases or decreases crit chance and adds a stack per kill, but what is the "rolling"? Does it give some random effect on kill?

I've even used the dice before, and the mechanic of "rolling the dice" still confuses me.

Don't get this phrase stuck in the head, on kill game just rolls rng number and gives you positive or negative outcome, absolutely nothing else to it
