He should have been put in the place of the 4th boss, or at least the 3rd. By the time of the meeting with the second boss, players often simply don’t even have a reliable weapon, if they reached the boss and the players were given a box with a weapon only 3 times and that was a garbage like a nail gun or some kind of gun in a burst variant unable to make anything. And while not a single store with weapons right up till the middle of the military base. Such runs are not so rare, and make up 45 percent of the total mass.
In one run till the military base, not a single store with a weapon comes across and you just have to go through with a pistol. Because the weapon dropped out of 2-3 boxes is weaker than a pistol. In the next run, up to the second level of the loop, not a single store of items came across, so for the whole game there were only 2 more or less useful items dropped from random boxes. And in another run there were 4 weapon shops in a row at the start levels and then about 5 more weapon shops in the future. Well, it's irresponsible already.
It is clear that this is primarily a rogue-like game and the whole point is in the randomness of each passage. But randomness should have its own reasonable limitations so that part of the runs are not obviously doomed to defeat due to the fact that even the minimum reasonable number of weapon boxes or various shops were not caught for the entire run.
And yes, it happens even if you have high levels of scavenger and hight luck. Even this often does not save from strange randomness. It is necessary to establish some minimum allowable number of weapons boxes / weapons stores, which will come across so as not to condemn the player to death without a chance to fight.

So... I kill it with droppables, basically. Wouldn't be able to do it myself otherwise.
