In Vegas 18 You can create nested timelines that will probably work for You but I believe it is impossible in Vegas 14.

What You can possibly do is to render the first project as full frames uncompressed video and use it in second project. Not sure if this answers Your question.
Do it like this in Vegas 14 :
Starting with No vegas running .
Launch First vegas session from the Steam Client Menu.
Now you can "Open" a vegas project like we normally do .
But this time , keep the Time Line Empty , for now .
Next ,
Find a .veg project file that you want to work with , by looking in
Vegas Explorer .
Right click the .veg icon and choose "Edit with Vegas" .
Vegas will Launch a new Session and load the complete Track Level project .
Realize this :
If you Task Switch back to the original FIrst ( Empty vegas Session )
you can drag that Same vegas .veg icon onto the Time Line ,
you have just made a Nested Time Line Project , for
enhanced compositing and enhanced work flow . ( No need to pre-render ) .
Realize this :
The FIrst vegas Session is the Nested Time Line Project .
The Second vegas Session , the one you choose to "Edit with Vegas"
reveals and shows All the Time Lines of the .veg file which allows
Track Level editing while the First Session lets you work with the
Nested project ( a single Time Line )
If any changes are made to the Second Vegas Session ,
you Must Save to the original .veg file name . The Save allows
the FIrst vegas Session to Read in the changes from the .veg file
so the First vegas Session( the Nested session ) gets the Update .
Vegas eliminated the Pre-rendering workflow step , decades ago
by allowing Nested .veg project files onto the Time Line .
Drag multiple .veg files onto the Time Line to make a Nested Time Line
for enhanced compositing .
If you need to edit any of the .veg files at the Track Level , then
Right Click the .veg icon in Vegas Explorer and choose
"Edit with Vegas" ( which launches a new Session of Vegas ) .
Then be sure to Save any changes to the original .veg file name
so the Nested vegas Session will "get the Update" .
Vegas 18 does the exact same thing as Vegas 14, except , Vegas 18
Task Switches ( Project Switches ) the Projects inside of a single
Vegas Shell ( Session ) .
