Premiere is from adobe i assume? The monthly payment will reach out to Vegas after a few years anyway. That's why I still use vegas.
Platinum is a downgraded version of vegas if you will. Cheap but suited for beginners. Also, magix has bought Vegas pro and platinum. Which means they no longer belong to Sony.

I thought you had hinted that VEGAS was going to start that, as well.
But thank you for double-checking and clarifying-
cookie cutter shapes are pre-canned shapes.
MS13P can mask just fine . MS13P hss No Bezier drawing tool .
you can make dynamic ramdom mask's in MS13P
by using Generated Media . Overlay 2 tracks to animate .
Cut the blue , then blur the heck out of it , to get "hard line"
out line . Could then be used as 2D transitions .
Similar to what Cookie cutter has to offer , but now with
your own unique shapes .
one way to mask in MS13P is paint White onto the original photo ,
( a pic of a building , and paint White on a window )
then use Mask Generator plugin to make it true full B&W .
And use Multip;ly blend mode , to complete the composition .
Now , anyting you want , can be placed "inside the Window"
another way is to paint NON-white onto the original photo ,
then use Chroma key to cut the NON-white
that you painted . , Chroma key will cut it to black ,
then use Mask Generator and adjust range slider
typically "Low in"
to make a true B&W mask , then click the Invert box .
The invert box , keeps your painted area White .
Now Multiply blend mode , to complete the composite.
another way , is to use Chroma key directly on the video ,
and cut the color , then follow up with Mask Generator ,
Multiple Chroma key color cuts can be cascaded .
Multiple Mask Generators can be cascaded too .
This mask making techique is the most adaptable
to video footage , but the most difficult to ge a
perfect black and white mask .
Sony's classic example is a skier on white snow ,
That mask is somwwhat easier then usual . .
The Vegas Bezier tool may not make everything
quick and easy .
Try drawing masks on every frame with the Bezier tool .

The Bezier mask needs to be key framed to track the video
tootage\movement .
Maybe there is something new in the newer Vegas( haven't heard )
Go for the big bucks on Vegas 14 , but if it is still lots of effort
to make the custom masks you want , then you can't say you wern't informed . .
