Report a translation problem
I'm pretty much sure that you can solve this problem just by reinstalling your software.
More then often you might experience some malfunction depending on the interaction with the steam client.
Just to be sure I suggest you to clean the steam download cache and then restart the software.
Open the steam browser and:
1. Click on "Steam"
2. Click on "Settings"
3 .Click on "Downloads"
4. Click on "Clear Download cache"
If the problem persists reinstall the sofftware and then clean the download cache again.

what render codec are you using ? bit rate ?
i have found Sony AVC\MVC .m2ts codec to be very reliable and consistent
for 1920 x 1080 video .
i use bit rate of 16 Mbit avg and 21 Mbit peak , VBR .
Vegas menu Options --> Preferences --> Video Tab ,
turn OFF GPU , set the Combo drop down box to OFF .
i have found , here , some minor video corruption can occur on the time line
when that GPU Combo box is set to Spectre ( AMD GPU )
thus i use CPU only , for everything , in the Vegas 14 , and all works .
while in the Video Tab , you can try to help reduce memory usage by
keeping the RAM setting to use 200 Meg bytes ( the default )
also ,
in menu Options --> Preferences --> General Tab , there is a
GPU Legacy setting , i also keep that OFF ( do NOT check the box )
ALL GPU settings in Vegas are set to OFF .
Source footage fps ,
Project settings fps ,
Render codec fps ,
if the fps's are not consistent , that could\might
aid in video anomallies .
Try to keep fps the same for all 3 places mentioned .
Interlaced or progressive scan settings could\might cause
less then perfect results .
try to keep it "ALL interlaced" or "ALL progressive scan" , if possible .
