I did, I just have find him in the game.

Edit: When I load the new DLC set, it doesn't say whether I got Heinz...

I'm currently looking for Heintz as well, maybe I'll find him eventually.

I forgot were I read ti. (I think it was on FAQ) U have to go to the Parched Plains and u will meet Heintz. I don't remember but I think u will be automatically taken to an Atelier after u meet him. Then I think u can recruit him after the Parched Plains event.

Heintz has been on my team and he is pretty cool:)
