first, make sure you use the provided redistributables for the game rather then downloading some if you need to repair them they are specific monthly versions that the game was made from and should be the ones you use to run it.
second, the game may be still running some background files i know it's unlikely but restarting your computer would fix that issue (2 program instances can't run the same files thus creating the issue) alt f4 can cause this sometimes, to completely stop a program you need to end it's process tree in task manager which sometimes you can't reach in a freeze.
third, make sure you DO NOT tab out or select another window while the game is launching this game is remarkably finicky about that(especially if you have reshade active as it needs to reload the entire graphics cache every time you tab in and out) running in a window from the launcher options would fix that issue but is undesirable i know.
fourth, if all else fails do a full uninstall via the steam library. then delete any leftover files in the game folder it may be trying to launch a dll or other type of addon file that is no longer there along with the exe (game files not including saves are usually in C:\Program Files (x86)\steam\steamapps\common\Atelier Sophie The Alchemist of the Mysterious Book). fair warning this will delete your save games usually.
fifth, you may have a corrupted config file and sometimes these are saved to the steam cloud. only solution here would be to disable usage of the steam cloud for the game and follow step 4 again.
I did try this, nothing really happened. It just said the files were fine despite being unable to load the game.
I believe the third was my problem. The solution that I arrived to however, was uninstalling the game entirely (it left the save files, I backed it up elsewhere too just in case) then redownloaded the entire game. That worked for me, seems as though something did get corrupted that even backing up the game on steam then reinstalling did absolutely nothing. Save files were untouched and the game proceeded as normal.
