Using consumables outside battle?
I'm sure this is a silly question but I just can't figure out how to do that. Please enlighten me. I'm sure it can be done since we have items like the Wonder Stimulant.

Go into the menu, go to your basket, press RB on your controller or P on the keyboard to switch to equipped items.

Inside your status > Basket press RB to go to the Equipment tab,
As long as you equip it, you can use the items.
