Nah, the English voice track has far less voiced lines. All in all only around 20%-30% of the stuff that is voiced in the Japanese dub is voiced.
The only thing not voiced in the Japanese Dub are the no name NPC in the street.
And even they use some sound effects.
I usually prefer Japanese voices, so I'll be switching to that since it has more voice acting.

have you heard the japanese voices used for drqagonball anime and games? goku usually ends up with a high pitched voice and sounds like a preteen girl instead of a full grown man.
imo, english voices are much better neptune wouldnt be as adorable with a japanese voice. the personality of iris heart comes out more effectively in an english voice. a lot of times japanese voices dont suit the character they are used for, or they sound hiigh pitched and annoying
