Character classes and skins for armor are unlocked for each player individually. If you want to use those you have to have them unlocked yourself.
Locations, encounters and equipment need to be unlocked by the host in order to appear in the game. Also, I'm 99% sure you need to unlock them before the start of the game. Whatever you unlock druing the game only counts for the next one.
There *might* be cases where it unlocks during the game or if a player has it unlocked, but I believe as a rule that's not the case.
Also, unlocks that create permanent map features like the Night Markets and Dark Carnivals have to be unlocked before the start of the game, but things like Pipe Merchants and Mermaids that just pop up randomly during the game can be unlocked after starting the game and may show up.
