You can affect chaos when your chaos is zero. Like you said, you can't go into the negative, but instead it removes the next upcoming +1 chaos event from the timeline. So it's definitely still worth doing
So if you pitch the tent with all 3 chars on that hex you still have to click on the hex and choose resting or meditating for each character when it's their turn.
They can be somewhere else when you set up camp, too. As long as they reach the camp before it's gone they can use it. Characters can also use it more than once.
For example: Rest, fight a mob or three, rest again.
About not going back: You can exit the game during a fight. You cannot save then, but you can leave without saving, so you'll continue before the fight next time.
