I haven't unlocked the herbalist yet, but it seems like this class should have the Gather Herbs skill by default. The herb encyclopedia item I found should let any other class have this skill.
Doesn't it work like that?
The encyclopedia does exactly the same thing if you put it on another HEROE. I just don't think it's worth it. I would rather have other items ...

Then you have a chance to proc that will succeeds if roll out of 100 is < total Intelligence stat divided by 2
So if you have 95 intelligence you have a 47.5% of getting something if its daytime, its not raining, and you’re out in a field somewhere. You can accumulate a lot of useful herbs over a game if you have high intelligence. If you have low intelligence you’ll rarely get anything.
