Cloud with red lightning bolt?

So my husband came home from a friends house raving about this game. We have since bought it for our house so we can play together.

We are still pretty new to the game and can not seem to find an answer to our question of the white cloud with a red lightning bolt symbol that we have seen when each turn starts.

What does the symbol stand for?

It just comes up during ur movement phase, its weather preventing you from getting movement that roll from what I understand. Usually you'll see some Storm Clouds in the area when it happens.
