How does this work exactly?

I've chosen this option when there was a Scourge Active? Nothing
I've chosen this option when there was a Scourge a few turns from becoming Active? Nothing

-1 Scourge should bump a scourge of the time track. It does not stop one that is active. You have to destroy the active haunt to shut it down. Active haunts have a purplish swirling cloud over them.
