ive picked up 2 of these whilst wandering about the islands, are they actually "useable" or just a sellable?

They are usable just go to your inventory then click use and a treasure chest will appear randomly on the map semi close to you.

I'd recommend using some maps later in the game, since the loot is much better. It must scale to your level.
