In most cases this put's a heavy load at times on the servers you are playing on, and just doesn't work properly. Developers which have this option have not optimized it too work as well as Teamspeak or Discord since that is what they are designed for.
Translation:
1. Start Bridge Crew
2. Start Test Microphone / MP Lobby
3. Deactivate Microphone in Windows Sound Settings
4. Stop Test Microphone / MP Lobby
5. Reactivate Microphone in Windows Sound Settings
(6. Start Test Microphone / MP Lobby again)
7. Microphone and multiplayer should work now
Apparently if you have too many enabled it wont work, idk what the magic number is but only having one fixed it for me.
Tried all the above used different input's, USB mic's, Xbox controller mic output, even setup voice control for my PC, disabling/enableing, playing music into the output and nothing. is there any dev that could shed some light on this.

You have to exactly follow these instructions, it's important that you deactivate the mic while the test is running.
Nothing else did it, even deactivating all other mics.
I suggest using the "old" control panel sound settings, the Win 10 version kind of sucks.

To anyone still experiencing these issues, if the various workarounds provided did not resolve them for you, I'd recommend trying the following:
- Verifying the game's files in Steam
- Running the game, Steam and Uplay PC with admin rights[support.ubi.com]
- Disabling all unnecessary background applications to prevent software conflicts[support.ubi.com]
- Disabling all other sound input devices in device manager for testing purposes

That worked perfectly.
Because the game forces you to do a mic check to go to multiplayer. No mic no game.
Nothing works, just remove that silly limitation, most people prefers to use discord to play
with friends... It works for me but If my friends can't solve it I am refunding the game too.
No solution whatsoever, bye bye for good ubisoft. Would never buy a game from you again.
