No, the license for use of Watson expired long ago and there is a zero % chance of it ever coming back. The support for this game ended a long time ago, they didn't bother to fix the bug that gave a lot of people the TNG DLC for free.

While Bridge Commander is a fantastic game the VR aspect of this game really sets it apart. The only two glaring issues with this game is the reliance of Watson for voice commands when alternative and effective software that didn't require a constant online connection already existed.
Watson was impressive for its time but it made no sense to make it just recognize a voice command which just leads to a generic AI action. It's not like Watson played the game with you or made the NPC characters say anything they otherwise wouldn't they just used the pre-recorded voice acted lines as always.
Games like https://store.steampowered.com/app/319740/There_Came_an_Echo/ have very good voice command controls even before this (and oddly has Wil Wheaton in it who you can say shut up Wesley too and he gets mad) showing that Watson was overkill and despite that never provided anything special.
The worst part though is the always online DRM remains despite Watson being stripped. There is just no excuse that we will lose single player of this game someday when it now requires zero online functionality.
Still, the game is fun and worth playing and a solid simulation of being part of a bridge crew member in the universe.
