The VR controllers are more difficult, unless you buy an Oculus or Vive I think it's not feasible, there is the project PSMoveService which uses the PS Move controllers and a camera, but haven't tried how well it works.
And about the towers, yes, everyone needs a tower and a copy of the game.
Also, you must be sure your machine has at least the minimum specs to run VR games.
If your rig isn't good enough, then go PS4 + PS VR.
Yes, but you can cross play, one can play on PC and other on the PS4
Also, there is a third-party driver to make PSVR work with SteamVR on PC (Trinus PSVR[trinusvr.com]). Following links there is a PSMove driver also. I don't own PSVR nor any PS4 so I haven't tried any of this.
No, it doesn't requires pro, I have a regular PS4 and it works flawlessly.
No external trackers required, just plug it in and map the room- load SteamVR off you go.

I own a Rift and controllers but I am 100% going to buy the Acer consumer unit when it comes out.
Other option is NoloVR (that has been tested by a few reviewers out there and all of them are pretty happy)... You also need some hmd, but can be almost any device out there (diy, deepon, pi4k, cellphone based, etc)

That will tell you if your PC is Oculus ready (same requirements for VIVE) After that, I'd saying getting Oculus + touch controllers for $600 is your cheapest option and will get you the best bang for your buck (comes with lots of free content and plays both Oculus and Steam VR games).
If you already own a PS4 (no need for PRO) then you can get PSVR for $400 plus you'll need a PS camera and move controlls (don't spend $100 on these you can get cheap used PS3 move controllers that still work).
On Best Buy you can get the full PS VR set (HMD + Camera + Moves) for 445$
