Emulation is just associated with being illegal as it's the main way to pirate games. So if you ordered a copy of .Hack//Fragment online and had it shipped to you, ripped the disc files onto your pc and played it on your emulator you're good. There's also an english patch that people use to play it.
Just because you can't purchase the game through legal means doesn't make it illegal for everyone to play. It's super easy to find copies on Ebay for around $40.00 USD which is less than a modern new game release here.
Well importing IS a legal way to buy anything you want. Heck you can go to amazon.jp right now and buy all sorts of things, surprisingly they ship worldwide(O.O). The only difference is you will have to pay an import tax once it gets to you, depending on your country it will differ.
