Do cutscenes ever stop?
Bought this game, because I didn’t have the chance to play the series back in the day. Do the cutscenes taper off? Will I actually get a chance to have uninterrupted gameplay? If this is just going to be a talking simulator, I’d rather just go watch the anime.

First of all the anime .Hack//Roots is a prequel that happens before the 4 volumes and not the story of these games animated. As for your question, yes there is a lots of cutscene, skip them if you want to play the game and don't care about the story. (press whatever is the start button on your controller)

Yeah it's normal in jrpgs and rpgs in general and it's annoying cuz they spend thirty minutes talking about literally nothing. Just a bunch of pointless and useless banter. The Witcher games do the same thing.

Do keep in mind that this are games from 2006/7. I just got into the franchise so can't really speak as much as I would want to, but expect some weak dialogue and gameplay untill you start getting deep into the story at around the second half of Rebirth. (It also helps if you have some knowledge about the very first .Hack games, as there's a lot of connections. I personally haven't played them yet but I know some of the characters and a bit of what happens so I'm not missing as much)

Imo, if you don't like reading you're gonna be missing out on a lot of things, since the npcs you find in game are the same as the people you see writing in the in-game forums, and there's a lot of interesting dialogue you can miss just by not talking to people or ignoring the news/forums part when you log out every now and then.

You're playing a story heavy game. The gameplay is simply a bridge to more of the story.

Not at all, was raised on them. Never played one that had ten minute cutscenes though. It honestly just feels like a cop out. Instead of having us play through the story, they just choreograph the entire thing.

Tales of Symphonia, Legend of Legaia, Legend of Dragoon, Skies of Arcadia. All great games. This not so much, at least I got it on sale. I would rather go watch the anime than play an anime pretending to be a game.
