Right click on the game in your Steam Library > Manage > Browse local files > cmn\data\data\sound\PC > Swap JP and US directory names (rename JP to US and US to JP)
Do the same with movies, it is the cmn\movie folder. The game has multiple, for each game and the extra content. Swap these as well, for each game and extra content (for Vol1 - Vol4 the directories having "JP and "US" are "news" and "online"
TerminalDisc - has the JP and US directories inside).
Sadly, even with this method, the movie cutscenes will be stuck on Japanese (for Vol1 - Vol4), but the audio (for Vol 1 - Vol4) should be in English now.
