Are there some special trigger for some NPC to appear? Do i need to be at a certain point in the story? I can't find some of them :( people like Chamnosuke, Madam Insane,Eteman and Onyx. The guide on gamefaqs said they where in Lumina Cloth. But i have been login in and out for the past 30 minute now and i can't see or find them. Is there a special hangout they go to that i might have overlooked? i mean beside the people just standing there on the streets.

It may be a problem with the way they spawn. The shops are the same way. Logging in and out will only get you a few of the shops, but going to an area and back instead will start to spawn all of them in a loop. The NPCs may be the same way. So instead of logging out and back in, try to do an arena match and then check. I haven't check to see if this is the case (taking a break from the game), but it is worth trying imo.

You can be at any point in the story for the Bikman quests. Try resetting via doing arena matches (Limit Battles) like Happy Fun Cat said above. They WILL appear eventually. For me personally, grinding the campaigns felt way quicker than it was in the PS2 versions; it seems they modified the RNG a bit to increase the chance that someone you haven't encountered will spawn. The NPCs do not go to the Lumina Cloth back alley (Black Market), they will all be in the main street.
