The best I can explain it is I believe guild shops are technically on a cycle or can appear randomly depending on how you refresh guild shops, some might never appear while you're attempting to farm them if you're using the random method.
So say you see Saltmania in the second town place. If you go into a dungeon or field area and come back to refresh the guild shops, a new guild shop will show up, but that guild shop will always come up right after Saltmania 100% of the time if you used the dungeon/field refreshing method.
I forget the order of which guild shops proceed each other. Not too mention, I only remember like 7 or so guild names I think there are like 11 or 15 depending on which volume you're on. So my example is definitely in the wrong order and of a smaller scale. But I'll explain it like this.
Kestral - Moontree - Saltmania - Emperio - Bad@$$ - Medics - Kestral (repeating)
You log in and see Moontree has a shop running, if you enter a dungeon and leave it repettively 3 times, the shop guild shop will then be on Bad@$$ 100% of the time because you've went 3 steps forward in the cycle. The cycle is always the same (at least for the volume/town).
Now, let's say you log into the world and back out and in again to refresh the guild shops. The guild shop that will appear next will be randomly selected instead. If you try to farm using this method, the problem is certain guilds at all won't appear this way. Like only 2/3s of the pool can be selected at all. It might stop on Moontree, Kestral, Medics and Salt, but it will never randomly stop on Emperio I believe, because Emperio isn't a part of the random selection pool. That's probably the reason why you are under the impression that Emperio appears more rarely. As you can never get the guild shop to show up randomy when you save/load or log in/out. Emperio will only appear from the first method.
Googled it and some guy said sometimes weapons with the attachment can be gotten from the beast statue. But either way your hands seem to be tied by RNG if you want the Bear Paws.
