Also, the fact that you have to zoom in on the circles on the globe to find the scroll wheels with the occuli is stupid, too. There is no reason they should not be revealed, or at least partially shown, with the occuli when looking at the entire globe.
If you have 200 troops, would you rather attack 20 troops, or 195 troops?
It's supposed to be strategic. If it didn't matter what order you went in, there'd be no puzzle.
It does not, in fact, reset. I am attacking the lowest country every time and it still resets me at Germany because (I assume) I made a mistake at the very beginning, which refuses to reset. Now I have to reset the whole chapter - a very silly design.
Round 1 (Sardinia): 14, 29, 32, 19, 38, 77

If you have 175 on the last part, you have the correct number. You do not need to restart the chapter, you just need to be more careful about looking at the map to see which moves you can make.
It absolutely does reset to the beginning of the current stage. You never need to go further back than that. You wouldn't have been able to advance if you had made a mistake at the very beginning. The design is perfectly fine.
