Janitors not cleaning?

Just got and still learning the game, so playing a sandbox with all research unlocked (btw, that exclimation point is a bit annoying, should make it vanish if there is no research to do) and unlimited money.

Built a ton of parking, employee and customer, built a foundation over half the map, and started filling it with stores.

Only built 2 so far, a grocery store and a fast food restaurant, but the cleaners aren't cleaning. Up to 15 now and they just sit in the maintenance room, tried putting them on night shift as well. Getting up to 400 customers a day and the place is just getting dirtier.

Is there a trick to make them go clean?

You should build another maintenance center (and hire or transfer janitors to it) close to where the dirtiness is.
Alternatively, you can select a janitor, right-click on the spot you want them to clean and select order X to prioritize this.
This will be better exposed when the tutorial is revamped.

I've had them 'cleaning' in the maintainance building. After firing them and hiring new janitors the problem was solved but shouldn't be.

For me what fixed this was that I hadn't built a Garbage Pickup area (found in the same menu as roads and parking).
