For tier 2 you'd have to have 11 or more shelve stocking any items from one catagory i.e. clothing. This would make any clothing item in that store tier 2
For tier 3 you'd have to stock 11 or more shelve of just one item i.e Jewlery. This would make all jewlery seel at tier 3 and further more cause you'd have more than 11 shelves clothing any clothing item would also sell at tier 2.
These means you can't have a single store with multiple tier 3. You can make some store designs were you have multiple store zones in a signle "room" and each zoned store can have a different tier 3. Theres some good examples of this in my mall on the workshop.
This is the mall, if you take a look at the main large store towards the right. alsong its righthand side there are specialest stores that are in an open plan design each with a different tier 3. There is also a few place where i have 3 store in one room, and towards the left of the main shopping mall, there is 2 store design with overlapping checkouts, shown by the differing flooring.
