Sign was the first in the Xrd series, which began a new story that continues from Guilty Gear 2 -Overture-. It introduced new mechanics, moves and characters, while also stripping away most of the mechanics from Accent Core.
Revelator was intended to be DLC for Sign, but it ended up being its own game. The story is a sequel to Sign, the game includes new characters (both returning veterans and brand new characters), big changes to the gameplay for all the characters as well as system mechanics and in general it's a massive improvement over Sign in every aspect. Single player modes were improved too, the tutorials are better and there's more stuff to do and unlock.
Rev 2 is DLC for Revelator. Story wise, it has 3 short movies taking place after Revelator's story mode. Gameplay wise, it adds 2 characters and makes lots of small changes here and there.
If you ever intend to play online, you'll need Revelator and the Rev 2 DLC, since people only play Rev 2 now. The'res a bundle that gets you everything you need on the game's store page and it's "GUILTY GEAR Xrd -REVELATOR- (+DLC Characters) + REV 2 All-in-One (does not include optional DLCs)". The only things missing from that are character colours and system voices.

Get GUILTY GEAR Xrd -REVELATOR- (+DLC Characters) + REV 2 All-in-One (does not include optional DLCs) (basically the one for 20 bucks) It has all character DLC currently released, the other DLCs are worthless as they have no bearing on gameplay, system voices are basically like announcers but i think you can get them in game for free along with the colors.
Yes, the system voices change the game announcer. You can have Sol, Ky or Potemkin for example be the announcers.
No, it doesn't. The default announcer is brand new. The original X2 announcer was already replaced before, when Accent Core came out in 2006.
They'd still need Rev 1 to even run Rev 2.
