You can also change the fullscreen and resolution manually by modifying the game's configuration files in the Steam installation directory. Just right click the game in your library, head into "Properties" and go to the Local Files tab (same place you find the File Verification Tool) and hit "Browse Local Files" button. Next you want to navigate to "./REDGame/Config/" and open up REDSystemSettings.ini.
Here you want to find the lines called "ResX=" and "ResX=" and set those to your preferred resolution.
Find "Fullscreen=" and set it =True.
This sounds like joystick driver issues. Have you ever installed virtual joysticks such as Xpadder, Joy2Key, DS3Tools etc? Having one axis being continually held down is a rather common issue with these types of software.
The fact you're able to get to the setting but unable to interact with it in anyway kinda speaks against this though. Do you have a gamepad you're able to plug in and try if it works? Just to see if it's the keyboard mappings going haywire or if your game is busted.
