This is false.

Bob is the first to give us some HOW TO.
Long story short for you Karasu Cash (spoilers ahead) :
2014 : Gear Cells are mainly developed by 3 people : Asuka (That Man), Frederick (Sol) and Aria (Frederick and Aria being lovers).
At some they though about stopping the developpement and destroying Gear Cells because of possibility it turned into a military project (the irony).
But the guys discovered that Aria was sick (uncurable disease) and that Aria refused to be frozen and cured later. So Asuka took a hard decision for the sakes of his colleagues and close friends, even against their wills.
He decided to froze Aria so one day she can be cured and to infuse Frederick with Gear Cells (making him a Prototype Gear). That way Frederick will live longer and would be alive the day when Aria could be saved, many, many years later.
Two years later, Frederick managed to escape Asuka after being turned into a Gear, and developped a Gear-Supression device (his headband) to keep his humanity. Then he will try to destroy Gear Facilities around the world, earning the surname of "Badguy", and seeking revenge against Asuka. He will also encounter Slayer that will game him is present name : Sol.
Meanwhile Aria, in an other hand was used by Asuka to create Justice, the first Commander-Type Gear. Justice will be awaken in 2074 (60 years after the debut of Gear Project).
But the Universal Will tried to take over Justice, so Asuka forced Justice so use her Gamma Ray, destroying Japan in a blow, starting the Holy War between Humanity and Gears
Asuka will became That Man, The Gear Maker, the most wanted criminal war in the world.
The war will perdure until 2175, when The Holy Order, led by the young prodigy Ky Kiske (who according to the timeline i found was like 16 at the time...) and with the help of Sol managed, managed to seal Justice.
In 2180, Justice is revived by Testament during the Second Holy Order Tournament (aka the original Guilty Gear game) and will be defeated by Sol, unknowing that Justice was created from Aria.
Asuka managed to claim back half of the soul of Aria from Justice dead body, and put into a hommonculus, Jack'O.
In 2187, during Guilty Gear Revelator events, Sol will discorver Asuka true objectives from Asuka himself, and the truth about Justice.
Working together for the first time since the Gear Project, they managed to fuse Jack'O with Justice, "creating" a new Aria.
Now, Frederick and Asuka will have a final confrontation (probably in the next Guilty Gear game).
And THIS, was only a resume missing a lot of thing, and only about Sol.
For exemple one of the greatest mistery of this game is Dizzy birth.
Always call Justice daugther, she is probably born from Sol and Aria.
BUT, Dizzy is born when Justice was sealed by the Holy Order, and before her revival....
