Not sure who to play
I just got xrd and I'm torn between elfelt and jack o. I also like dizzy but her executions harder for me.

I'm fairly new to guilty gear. Like I've played a bit of accent core of line mostly as dizzy. But I'm still definitely a beginner to guilty gear and fighting games in general.

Anyways which do you think is the best to start with.

Start with an easy character, and from the ones you mentioned Jack-O' is the easiest.

Pick Sol "Anime power contracts my chest eternally" Badguy.
Play the tutorial.
Now play a couple of his most basic 'combo' tutorials, challenge his arcade mode, check out the first layer of systems...

Then once you're done with that, you've completed GG basics 101. Now you will play the base tutorial a second time. Notice how you had lots of problems 'getting it' the first time, but on your second try, you aced it.

Return to character select, and pick a character you think looks cool, has a cool theme song, a palette that appeals to you, or whatever, really. Pick whoever, as long as you like the character. In GGland, tiers are more akin to tiny cracks in freshly laid pavement, than the grand canyons of something like SF4 after they introduced Yun.

Since you already like Dizzy, go for Dizzy. She's a keep away character, who relies on delayed projectiles that can be summoned in great numbers to carry her through the match. She stacks fat damage, but has Ky Kiske levels of stun resistance, few defensive options, and is very meter reliant, but retains her great mobility, and she benefits greatly from the overhauled roman cancel system. In X and X2, she had some exceptional normals, but the majority of them have been changed. For rev 2, they actually buffed her, since she released kinda weaksauce in rev.

So, for instance, in X2, and X, a core, a core+, a core + HD remix alpha, GGX: DC...you'd rely on her back-heavy slash attack to fish for free hits. That's the spinning move that ends with her extending some kind of evangelion like arm across a third of the screen. If it hit, and it wasn't blocked, you'd follow with an arctic impaler, which would give you precisely enough tension to false roman cancel it, then carry your offense from there. Very simple.

In rev 2, that move no longer exists, and they reversed a lot of her inputs. Her buttons generally do more damage than they used to, but they're not quite as universal, and most have seen a downgrade in effects, as well as actual speed. In return, you got a billion new projectiles, they replaced necro's anger with LEAVE ME ALONE!!! except it's actually worthwhile in this incarnation, so it's kind of like she has a reversal now, even though it costs meter. Also, all her traditional specials now have a fire version with different properties, but her basic play hasn't really changed a lot. She still wants to trap people in the corner, loop impatient players with untechable ice dildos, or simply stop their momentum with projectile storms, so that she can then take the momentum for herself. You're also once again allowed to setup bubbles with tigerknee motions, which lets her start offense from extremely close to the ground, play pretend fuzzy guard, and so many other fun things.

Her tutorial should cover the rest of the basics. Once you feel ready, get online, get into some matches. Win some, lose some, probably find some ancient player who'll teach you the ropes, get on the community discords, and earn the git guds.

Whatever you do, don't worry about winning and losing. Focus on learning and growing into your character's gimmick. GG's universal systems are incredibly organic, so you'll most likely find yourself just doing them without anyone needing to explain them in depth. Eventually, maybe you'll find that Dizzy's not for you, so pick someone else you think look cool, until you find a character who meshes with your style.

For a player who's new to GG, their first first character is recommended to have these
1) Easy to understand gameplan.
2) Overall moveset that isn't too unique.
for a tl;dr: answer, these would be Ky, Sol, Sin and Raven

1) is there for setting goals for yourself easier. Keeping things simple makes it easier make observations, including things like your own mistakes and the opponent's patterns.
For example, let's take a character who is really strong at point-blank range; your first priority is figuring how to get in (when to run, when to IAD, when FD break, when to lookout for opponent's approach) and the second is figuring out correct action at pressure or okizeme (ie. basic undestanding of meaties vs. Blitz, safejump / late IAD overhead / empty jump low, and throw / frametrap / pressure extend mindgames, and how your character's tools play into it).
When you have simple goals like these, it's easier to improve your skills by absorbing information from matches and then thinking how to fix mistakes (eg. ran too often into opponent's pokes on ground, failed to antiair when opponent approached, made too big risks when on defense) and react to opponent's decisions (eg. opponent does wakeup backdash a lot, so I should use an OS against it; opponent uses fuzzy throw OS against jump-in okizeme, so I should use empty jump low to make him shift into fuzzy high-low guard which in turn leaves him vulnerable to big damage from late IAD overhead; opponent uses fuzzy jump so I should use delayed meaty attack to catch the jump startup).

2) is there for making you think harder about how you play the game. This could also be put as "honest" characters since in the end it's about how to win, and more importantly how to not lose, by playing universal mindgames.
There are loads of characters with very strong okizeme, so if you pick up a character and start winning just by getting a random knockdown from a strong normal and start looping okizeme that opponent has no idea how to deal with, it's hard to improve in other areas/skills (neutral, pressure, defense, meter management, hitconfirming, etc). Fighting games are about mindgames, and mindgames can only happen when both players know all their options in all situations, so

So when considered the two previous points, recommendable first characters would be Ky, Sol, Sin and Raven (though the last two have few very peaky/strong tools). Leo and Axl are also quite simple (especially when it comes to combos), but their tools are quite polarized so their gameplan changes much more based on specific matchups.
Obviously hard to recommend would be Zato (obviously both too unique and too technical) and Ram (unique neutral tools and okizeme that allows skipping basics). Jack-O's house control gameplan is quite hard to grasp. Bedamn and I-No have both unique movement and weird "projectile zoning into strong okizeme" concept (Dizzy has more regular movement, but similar gameplan).
May, Venom, Kum, Faust, Chipp, Millia, and Jam are less peaky than the previously mentioned "bad" characters, but they are still more peaky/technical than the "good" ones. Pot and Slayer are peaky and techincal because of their unique movement and technical combos, but their basic gameplans are very simple. Elph and Johnny are really strong at all areas of the game, but unlike Sin and Raven they are both really technical and really peaky so it's easy to win without basic fighting game skills/mindgames.

I say play all the character combo tutorials. yes, all of them. At least to get the specials and maybe the first half or so of their combos. This should give you a solid feel for all the characters and you can then decide who you like best. edit: also, it'll give you a lot of W$, which is something you'll want!

Or, just play vs CPU and start mashing and see who you like.

Or, watch all 4(?) hours of Story Mode and decide who's the coolest that way!

Or, some combination of the 3!
