Revelator only has a Japanese dub, but there is a mod where you can install the English dub of Sign.
During battle, they usually just yell out attack names, simple words like "hold on buddy" "here comes!" and whatnot, or some others stuffs that don't matter much.
So if your inclination to getting a dub is just to understand what they're saying, you're not missing much as it is. If it's because you actually like the english dub like some others here though, well, thats a different story.
If you're buying though, and you still don't know about this--> just do yourself a favor and just buy any of the Revelator + Rev 2 bundle. Both bundles have all characters & all story content from Revelator up to Rev 2. Only difference is just some trivial extra stuffs that dont matter to core gameplay. You can look it up in the FAQ thread.
As for Sign's story, well, you can either get Sign as well or lookup & watch the story elsewhere people upload them on the net, y'know, in video format in a certain video web we all use.
Do keep in mind that Sign's online playerbase has moved on to Rev 2. Sign still offers a lot of Single Player stuff, though.
