The primary usage of dragon install is to invincible through pretty much every single move in the game, then you get a few seconds of time to do boosted damage, with faster attacks. Once your time's up, Sol gets knocked down, and depending on your state at the time, you'll suffer a bunch of different handicaps. Using it during hell fire (life bar is low and flashing) gives you FAR more time, and can be a legit desperation tactic if the enemy's weakened, but it's not something you'll ever see anyone do in a real match.
What you may see people do is dragon installing to escape situations you'd think would be inescapable, like having Ky's burst overdrive ride the lightning microseconds away from you, or avoiding all of Dizzy's projectiles and twin imperial rays at the same time. It's performed with 214214HS.
Also, DI mode unlocks a special air grab for Sol, PBB, which allows you to do things like grab grounded guys, but only if they're in hitstun, execute easy resets, neutralize blue bursts safely, and timed just right, it'll let you put the opponent into knockdown for most of DI's knockdown time. Completely unblockable. All his specials, as well as tyrant rave, change dramatically, and Sol gets the so called musical advantage until the next round (BGM is replaced by Ride the fire). The only truly new functionality it's gotten in Xrd and Rev is that it can be triggered in the air, which to no one's surprise, ends up being more of a hindrance than a benefit, because oldfashioned volcanic viper buffering results in air dragon install, so you must pay more attention to how you buffer. Also, it now shares the same button as tyrant rave, thus making the old tyrant rave shortcut a deathtrap that always gives a DI activation.
Due to the nature of DI, it essentially channels all of the match's momentum into Sol while it lasts, and if done neutral, you get a huge advantage to take initiative, but the time's ticking, and everybody knows how to deal with this thing.
While Vassago pointed clearly the transformation disadvantages. The risk of doing it is minimized if you transform mid combo. Also it's possible to even bait bursts with it beacause of it's invincibility frames and that you can block instantly after transforming, allowing you to punish bursts after blocking.

6P on the corner (Can be followed up wih a slash or kick, for a bandit revolver loop or other combos).
Wild throw (Can be followed up the same way as above).
Riot Stamp. (After it ends perform the dragon install in the air, you can combo into the PBB grab afterwars or other attacks depending your posistion from the corner).
Don't forget to end your DI combos in a knockdown, PBB or Tyrant Rave if you have 50% meter. Sadly theres no Burst Tyrant Rave for dragon Install. I hope there is for REV2.
If you are doing an air combo Sol will remain transformed until he touches the ground.
This all sounds greek to me though.
It is greek, but all you need to know is that DI is something you use to style on guys you're already beating, or for that last ditch attempt to win with a single combo against someone who controls the whole screen.
If you fail, you're almost guaranteed to die.
No, only Sol and some EX Dizzy variants have dragon installs, and Dizzy's very different to Sol's. Order-Sol, that is, younger Sol, has a vastly different dragon install to his older self, which simply acts as a pseudo-destroy, but requires an SNK 'rave' styled input to execute.

Various other characters have buff moves, like Robo-Ky with his emergency button, but only Sol is capable of dragon install. In the A core series, Sol can blow his whole bar to turn on a permanent, stronger, super quickly life draining dragon install, that you'll never actually see anyone use, because it requires about 5 seconds of DBZ power up time before he executes it.
Dragon install is Sol's way of turning on X% of his gear powers for X seconds. No more, no less.
