However, I have heard that portforwarding can be quite different if you have a 2 router setup. Is that the case for you?
I've heard that if you have a dual router setup, you need to first port forward from one router to the other and then finally to your pc. ISP router > Router > PC. Not sure if it's exactly in that order. I'm not very educated in things like this, but if you google around regarding port-forwarding, I'm sure you will find it just like I did.
May I ask which router you have?
Apart from that. Try going into the game's properties and pressing "verify integrity of game files", and see if that helps you.
- Turning it back to Rev 1 then back to Rev 2 in the ingame settings.
- Make sure that you port-forwarded to the correct IP. It's supposed to be to the IPv4 adress. You can find that by going into cmd and writing "ipconfig". You can try putting on DMZ mode on your router momentarily to make sure that it's not a port error.
- Make sure that your firewall/anti-virus program isn't causing the issue.
- Clear your steam download cache
- Try changing download region
- Simply tried restarting your computer.
If all these fail, I am not sure what the issue could be. Sorry :(
