Even if I uninstall the game and reinstall it message still on :-(

Have you tried going back to an older save before you started using cheat codes?

After you uninstall Caesar 4
You could try and make sure it has been wiped from your registry.
Run the "regedit" program and look in the path "Computer\HKEY_CURRENT_USER\SOFTWARE\Valve\Steam\Apps\517810" which should give you a name on the rightside "name REG_SZ Caesar 4"
Delete the "517810" on the left side of your screen.
Then reinstall Caesar 4
