Report a translation problem
If so then you might have to uninstall them.
Here are the steps for 2 methods
(1)
Go into
* Control Panel
* Uninstall A Program
* View Installed Updates
Look at the microsoft windows Updates that were installed since it last was working.
make a note then select each one in turn and Uninstall.
Once thats done then reboot and see if Caesar IV starts working.
If it was a different company product update then you should try and uninstall it as above.

Alternative method is to return the PC to a "restore point" before the updates.

To do this
* click on the windows flag (bottom left)
* type Restore Point
It should say what date and time the last restore point was created by the PC.
then restore the PC to that point.
See how that goes.

it is getting to the point where I am just going to call it a wash.
I am not going to leave my computer un- updated just to play the game. I have learned a valuable lesson here:
DO NOT PURCHASE AN OLDER GAME TO RUN ON A NEWER SYSTEM.
Chances are, it won't work properly and the company is just out to make money. I won't make the same mistake again.

Feature update to Windows 10, version 2004
So maybe the update not showing is Windows 10, version 2004 itself as I did have to go through a Windows welcome screen to choose how to handle ads, data, private system info, etc.
I am just frustrated from searching on and off for 7 hours on ways to fix this and that to get the game running.
I hope others have much better luck than I.

Try my 4 step fix video and see if that works for you. In the meantime I will ge the feature update and test C4 to see if it is now broken.

Thank you for your continued time and effort to assist me. It is very very appreciated.
You need to run that last step as C4 uses the earlier 9.0c DirectX. It will not affect newer versions you have installed.
BTW I've now installed the Feature update and latest patches, and just played C4 for 3 hrs and it has not crashed.

Ok try this link, save it it then run it http://www.microsoft.com/download/en/details.aspx?id=8109
1. Go to C:\program files\Steam\steamapps\common\Caesar 4\C4 and run as admin the registerdll.bat
2. In the same folder run as admin CaesarIV
3. Enjoy!
I even uninstalled my antivirus program, installed it on a windows 7 operating system, and more. It still doesn't work. :(
2. Right-click on CaesarIV.exe and select Troubleshoot Compatibility
3. Allow it to set Caesar to run in XP mode
4. Have fun!
The you can start C4 afterwards

This is a bit outside my experience but maybe that link will help you, or anyone else with this issue, find a solution.
