Report a translation problem
The downloaded scenarios must be opened with winzip or similar and put into the scenario folder of the game.
I run the CD version and have not got any problems running on Win 7 pro.
I've played this game since it came out back in...2006? Was really happy to find it on Steam. All scenarios have worked for me so far. Working on Windows 10 nicely, although you'll have to play with the video resolution to find your perfect settings. (it was originally set up as a square for the older monitors)
You can change the looks of plazas, roads, some buildings and textures by checking out some of the files on caesar4heaven under "miscellaneous" and "modifications". There were a LOT of very talented players designing some lovely (and some not so lovely) scenarios. My personal favs were Nos Galan, and Twelve Days. (tricky...very tricky ;) )
