But the game and graphics seems tasty. :D
If someone revived it, they would have to make it run perfectly, have a beautiful soundtrack, great visuals, and improve all aspects of city management. No more taming 100 fires or building collapses in 10 minutes, despite an abundance of service workers present.
They could also make the perfect game, but few people would buy it.
Unfortunately the original developer studio is no longer around and now the despicable Activision Blizzard owns the title, and they wouldn't put in a penny towards producing a relatively unknown and niche game like this, unless they knew they could make a franchise out of it and monetize it in some manner that appeals to their ill repute.
If you want it, you're going to just have to find a way for its Owner to make Money off it, vile and evil as that may be. More importantly, you're going to have to convince the Owner they can make vile and evil Money off it.
Too Holy to dirty your hands this way? Fine, no improved game.
